RFF: the final demarcation of LGV should be validated by year-end

At his wishes this Friday, January 28, Christian Dubost, Regional Director of Réseau Ferré de France (RFF) has compiled an inventory of major projects in 2011 and their timing.
The year 2011 promises to be decisive with the route selection of the high-speed Bordeaux - Toulouse at the end of the year.

Dixit Mr. Dubost on the A62 variant: " An application study complementary was also made by Jean-Louis Borloo (Minister for Ecology, Energy, Sustainable Development and the Sea), and Dominique Bussereau (Secretary of State for Transport). Underway, it is a feasibility study of a variant of the route closest to the A62 motorway in the southern part of Campsas in Toulouse. An alternative advocated notably by the Union for the Protection of Villages. "

Perhaps we could clarify to Mr. Dubost, qu'USV held on Thursday 27 January at Saint-Jory a public meeting where he has seemed, given the stakeholders and their discourse, rather than this small group involved in sabotage of the HSL project to the defense of an alternative to Zone D.

François Simon was very didactic in his demonstration, its aim being to make us understand, through an accounting period unstoppable, that he does not see HSL project succeed.

Robert Claraco the research firm Robert CLARACO (firm paid and charged by UPS to write the arguments presented against the time that D validated by RFF) was in his speech in a transparent sincerity declaring loud and clear, first that his office had not been mandated to prepare an expert opinion or analysis, but an argument, and secondly by showing us by example that there was no reason that can be used to justify the construction of a TGV Sud-Ouest, well as evaluating existing routes were underutilized.

What about positioning and engagement of USV after this meeting?

CENSORSHIP you say censorship? Lets see

The inhabitants of towns crossed by the HSL projects express their fears, their fears, their disagreement on the A62 zone with banners that you saw blooming everywhere lately.

The visual impact is important.
the night of January 27, people have organized the kidnapping of a streamer simultaneously on common Castelnau St Jory, Bruguière and Lespinasse.
This act is equally intolerable that a meeting marred ... Except that it is a premeditated act.
Who said anything about censorship?

Meeting UPS's public

USV's meeting on the 27/01/11 St Jory did not provide arguments to challenge our position.
By cons, their position is less clear, a spokesman who said FOR LGV but who hosts a meeting with stakeholders 100% AGAINST LGV !
Indeed, until firm Claraco which is largely out of its technical advisory role to question the legitimacy of the LGV , sending us their report as a reference. They themselves admit that: "this is not a study but a simple argument made quickly."
The guest star, Francois SIMON came from Europe by representing ecology (not the Regional Council), has used this platform to develop his ideas opposed LGV.
We thought attending a technical meeting and argued on the A62 zone, the impacts of D route and possible paths, we finally attended a meeting very political.
We have learned nothing.

Maybe one thing: faced with such a charade, and after all we've lived for over a year, in front of people able to snatch a microphone from the hands of a mayor whose town could be sacrificed on the altar policy, several possible attitudes:
- remain speechless, breathless with anger
- let him speak his feelings and indignation, with or without a microphone. I spent over a year since all my time to this cause. Day and night, on weekends. I let my heart speak, and leave the room, spontaneously, followed by several persons of the association.
A spontaneous movement, so unreasonable, but which finally was probably the most reasonable deal with players whose words could not appease us!

However, I regret very sincerely disruptions caused by isolated individuals who have meant an early termination of the meeting, which unfortunately does not at all to speak.

Strong Toothpick Tower

27/01/11 CAN NOT BUILD MORE TIME ON THE VOID "D": the stay of proceedings is what?

Residents validated in the time we have contacted to find out what it meant to the Order made Prefectural December 6, 2010 by the Regional Prefect Dominique BUR.

This Order is made in consideration of the law of 03.08.2009 on the implementation of the Grenelle Environment, pursuant to Article L111.1 of Town Planning Code.

The time was validated by 27/09/2010 Transport Minister, the route of the future LGV is relatively accurate, the Prefect said that within areas bounded by the time validated, the mayors of Castelnau, Fronton, Grenada, St Rustice St Jory must obtain the opinion of the competent authority (the Prefecture) on the Urbanism.
The order does not address the alternative A62 zone under consideration.

Art 3 of the Order: Within the areas so delineated and the publication of this arrested a stay may be opposed to requests for authorization of work, structures or facilities in the manner provided in sections L111.7, L111.8 and L111.10 the Town Planning Code.

Art 4 of Order: The mayors responsible for issuing permits applicable to buildings, facilities, installations and works being a building permit, a permit to construct or statement prior will collect in accordance with the provisions of Article L422-5 of the Town Planning Code, the notice of state representative in the department on any project located in the zone of consideration.

So all acts that require a planning, a building permit, a permit to construct located in zone D are opposing a stay.
The County then asked Reseau Ferre de France (RFF) if the request can succeed. Latter depending on the position of work in relation to the path are in agreement or not.
The goal is for them that compensation is not more expensive and more numerous.
This stay of proceedings is valid for 10 years if the performance of 6/12/10 Public Works or the accomplishment of the development operation was not performed.

Having said this suspension does not prevail in principle to transfer ownership (sale, donation, inheritance) is this private law.

La Belle Angele was built by the association "La Belle Angele, which remains the owner and holds a party around the boat every year (late August), at Bridge-port Aven. She has participated after its launch in 1992, the festival of Brest and the competition "boats off the coast of France."
is a replica lugger of Aven, the Helpful launched in 1870 to Redon (Ile et Vilaine), who belonged to an owner of Pont-Aven Satre Leon. This type of boat used to transport sardines during the fishing season: he went for the fish on the fishing boat (which could well continue its activity) and reported in the cannery as soon as possible: he needed a boat capable of good performance. Outside of this seasonal activity, the ship provided a more traditional role borneur along the Atlantic coast and the supply of the islands. An important feature is the shallow draft, which allowed the rise of the rias to Pont-Aven, Quimper or Hennebont, and access to small ports like Doëlan.
By far and cons-day, one can easily confuse La Belle Angele and Corey (who is a bit bigger). The brown sails of La Belle Angele, so are the best distinguishing criteria. Note also that the lugger of Aven has no deckhouse between the two poles, unlike the lugger Quimper.
The association has five other boats, many smaller (some restoration). The lugger practice coastal shipping, especially in southern Finistère and Morbihan. He attended many gatherings of traditional sailing ships and was even at the Rouen Armada in 2003.

Like other traditional sailing ships, the ship is managed by the company Gouelia (from Goueliad Breton, which means sailing) Quimper, comprises the various boat owners associations and receives applications from individuals and groups wishing to embark.
The crew of two sailors, the boat can carry up to 10 people on a cruise (8 adults and 2 children), 23 in the day and walk 40 people can sit on board receptions.
